Advocate Tareq Z. Touqan is a practicing attorney with over 20 years of experience in Palestine, Lebanon, Iraq, Yemen, United Arab Emirates, and Jordan. With demonstrated experience in policy, better regulation, and legislation, Mr. Touqan has acted as advisor and legal counsel to both private and public sectors, as well as to donor agencies.
Mr. Touqan has extensive trade policy experience and is considered as regional expert on good regulatory practices. Mr. Touqan was initiator and first team leader of Legislative Assistance Unit at Birzeit University Institute of Law, whereas he managed the development of the first Legislative drafting manual, he acted as a policy advisor and member of the Palestinian Technical Advisory Team on Palestine’s compliance with WTO requirements. Whereas he led the establishment of the WTO Resource Center at the Palestinian Ministry of National Economy.
Recently Mr. Touqan acted as key expert to EU project of simplification of Administrative Procedures in Lebanon, also he managed the process of regulatory reform, facilitating business registration and licensing within the Jordanian legal system, applying the Regulatory Guillotine™ on the existing legal regime.
Mr. Touqan also acted as a key expert in developing Yemeni National Export Strategy, his work included developing the national and sectoral institutional frameworks. His work also includes offering constitutional and business consultations to local and international stakeholders as illustrated by his work in Iraq.
Mr. Touqan is a trusted legal advisor to several local and international companies and organizations such as USAID, OECD, IFC, Palestinian Enterprise Development (PED), Quaker Legal Aid Center and many others.
Mr. Touqan holds an LLM in Economic Regulation from the University of London. He speaks Arabic, English, and basic Hebrew.
